Franklin R. “Randy” Ritter died December 19, 2013 in Tallahassee, Florida at the age of 79. He is survived by his wife Joan Van Arsdall, daughters Diana Allen (James) and Alice Ritter (Lynn Keisacker) of Jacksonville, FL, and several grand and great-grandchildren, all of Jacksonville, and Joan’s daughter Kay Weiss of Bonita Springs, FL (Jeffery) and son James Baird Whelan, Jr. (Jacksonville, FL). Mr. Ritter was born in Jacksonville. He graduated from the Bolles School (Jacksonville), John B. Stetson University (DeLand, FL) and Columbia Theological Seminary (Decatur, GA). Mr. Ritter served as Director of the Division of Corporations and Chief of the Bureau of Archives and Records Management and ended his career as a planner with the Florida Department of Transportation. A memorial service will be held January 6, 2014, at 2:00 p.m. at St. Peter’s Anglican Church, 901 Thomasville Road, where he was a charter member.
